The end of the massacres, marked by the military victory of the RPF during the capture of Kigali on 4 July 1994, reveals a country in a state of desolation. Open mass grave, the country must meet a number of unprecedented challenges.
Simultaneously with the management of this humanitarian crisis, Rwandan society must carry out its civil and moral reconstruction. How to make victims and executioners live together?
The first step is to bury the dead with dignity and to erect memorials intended to preserve and perpetuate their memory. A national commemoration is also instituted, with April 7 marking the beginning of an annual week of national mourning.
The care of surviving victims and their psychological resilience work is organized through the implementation of a new judicial system, reflecting this local genocide.
