In 1937, Jean Zay, Minister of National Education and Fine Arts, integrated cinema into his prerogatives and gave a central place to the seventh art. Pioneer of cultural democratization against the conservatism and elitism of the time, he tables a bill to reorganize the profession. Cinema becomes an affair of state. He created the Grand Prix national du cinéma and announced, in 1939, the creation of an international film festival at Cannes.
